THE DEMOCRATIC CENTRAL COMMITTEE OF SHASTA COUNTY (DCCSC)
THE FOLLOWING RESOLUTION SUPPORTS THE USE OF MASKS AND SOCIAL DISTANCING IN ALL PUBLIC PLACES WITHIN SHASTA COUNTY DUE TO THE COVID-19 PANDEMIC, URGING COMPLIANCE WITH ALL STATE RECOMMENDATIONS AND MANDATES.
THE RESOLUTION ENCOURAGES COUNTY AND MUNICIPAL OFFICIALS AND LAW ENFORCEMENT TO SUPPORT THOSE PROPERTY OWNERS AND BUSINESSES WHO COMPLY WITH STATE AND COUNTY LAWS BY IMPLEMENTING MASK REQUIREMENTS.
WHEREAS, by August 4, 2020, California had 519,427 confirmed cases of COVID-19, resulting in 9,501 deaths and with a rate of over 7,554 new confirmed cases each day,
WHEREAS, the Covid-19 pandemic has put the health, well-being and safety of the citizens of Shasta County in clear, intimate risk and danger,
WHEREAS, On June 18, 2020, The California Department of Public Health (CDPH) issued an order that people in California must wear face masks or coverings in any public indoor space, or outdoors while in public spaces where maintaining a physical distance of 6-feet from persons who are not members of the same household or residence is not feasible, (updated July 29, 2020),
WHEREAS, On March 4, 2020, Governor Gavin Newsom issued Executive Order N-25-20, requiring social distancing of 6-feet per person and face masks or coverings during the Covid-19 Pandemic, extended through September 30, 2020,
WHEREAS, On March 19, 2020, the CDPH stated all indoor or outdoor gatherings larger than 250 people should be postponed or canceled,
WHEREAS, On April 1, 2020, and on June 18, 2020, the CDPH released clear guidance regarding the use of face masks or coverings by the general public indoors and outdoors, and augmented on July 13, 2020,
WHEREAS, the CDPH and the U.S. Centers for Disease Control and Prevention (CDC) have recommended that everyone wear masks when in public to curb the spread of COVID-19 in all indoor environments where they are exposed to non-household members, and distancing of 6-feet or more cannot be assured, and on July 7, 2020 provided additional risk assessment of outdoor gatherings,
WHEREAS, the Shasta County Health and Human Services Agency(HHS) has reported an “alarming” health risk concern regarding both indoor and outdoor social gatherings and stated that, “some of our local cases of COVID-19, including hospitalizations, have resulted from faith gatherings, and it’s critical that our faith community leaders continue to offer safe services that follow the state guidelines,” and reported on July 23, 2020 that a non-permitted gathering did not follow state guidelines and the event put our community at risk for these reasons:
- Social distancing of six feet between unrelated persons was not practiced, and there was much physical touching
- The outdoor venue chosen for the event could not accommodate the number of attendees and maintain social distancing
- Wearing of face coverings was not practiced in the absence of social distancing
- A concert was performed by someone who traveled here from outside the area
WHEREAS, the Shasta County HHS reported that due to violations of disease control principles, attendance at the aforementioned event placed individuals at risk of COVID-19, and that anyone who attended the gathering should self-quarantine for 14 days, be tested, and monitor for symptoms,
WHEREAS, the Shasta County Board of Supervisors and all local Government bodies within the county have a legal and ethical duty to protect the Health and Welfare of its citizens,
THEREFORE, BE IT RESOLVED, that to help curb the spread of COVID-19, and protect the health and welfare of all citizens in Shasta County, the DCCSC recommends:
- The Shasta County Board of Supervisors strongly encourage all places besides personal residences in Shasta County, including businesses, workplaces, retail stores, places of worship, schools, healthcare facilities and all public and private parks, to require the use of masks or facial coverings, and to follow social distance guidelines issued by the State of California and by the County of Shasta.
- The Shasta County Board of Supervisors in concert with Shasta County HHS develop a plan to implement and enforce County Health, CDPH and CDC recommendations and mandates related to the Covid-19 Pandemic that will include the issuance of warnings, followed by misdemeanor ticketing for non-compliance.
- The Shasta County Supervisors update and implement all mandates issued by the State of California intended to reduce the spread of the Covid-19 pandemic.
- In the spirit of mutual aid, that Shasta County Sheriff’s Office and the City of Redding Police Department work with all county law enforcement and health care agencies and institutions to enforce all laws and mandates regarding public indoor and outdoor activities as they relate to Covid-19.
- All county law enforcement agencies pledge to provide assistance to the public and to businesses when individuals refuse to comply with the safety standards established by the business or property owner, as allowed by California Law.
Res. 3-20 was passed by majority vote of the Democratic Central Committee of Shasta County on August 10, 2020
